Coyote in city park?

We debated whether it was a coyote or a dog. This is a city sponsored riparian bird preserve and park.  Dogs supposed to be on leash--but of course dogs get off leash from time to time. And coyotes are dogs. What do you think?

Looks like a wet coyote to me. But then, I don't know coyotes, only jackals. It has that sort of slinking walk that jackals have.
